Rails Console and psql access

Overview

Currently Rails console and psql we use Teleport. We need to decide if we'll continue using these tools for Cells or use other options.

GitLab Dedicated doesn't support Console VMs (like we do for GitLab.com) so our best option would be toolbox but this will require us to open up Kubernetes to all of the engineers at GitLab, which is not something we do right now (it's not a bad thing to do so).
