Cells Disaster Recovery Plan

Overview

With Cells, we need to figure out how Disaster Recovery is going to work to stay within our existing RTO/RPO targets.

Action Items

Figure out what GitLab Dedicated is doing
Write a blueprint for DR on Cells to compare features between SaaS and Dedicated.
Come up with a plan for Cells to see if we can use Dedicated.
