Cleanup unused resources in Chef

Requirements

We have identified unused Cookbooks and Environments under gitlab-com/gl-infra/production-engineering#26569 (closed). This issue is to:

• remove unused Cookbooks from Chef server
• remove unused Environments from Chef server
• archive unused Cookbooks projects in GitLab
• automate this process if possible
