ci: manage renovate upgrades with upgrade stop points
What
This MR updates the renovate-runway.json to update versions to bump all versions before v3 to bump to v3.0.0.
We also bump versions if the current version is >= v3.5.3 due to a terraform resource usage change that could lead to terraform cycles (team#403 (comment 2215367631)).
