Update Change Lock Check to skip job for dryrun deployment strategy.

Why

Runway automatically prevents deployments during PCLs. Runway performs dry-run jobs for merge requests when .runway/**/runway*.yml or $CI_CONFIG_PATH files are changed. Even though deployments will continue to fail during PCL, there's a scenario where an MR could make changes to .gitlab-ci.yml during a PCL, and MR author will be unable to merge due to failed job. Deployments will still continue to fail during PCL, but this rules out an edge case for consistency sake.
