fix: iterate over google_cloud_run_v2_service.runway_service in dependent resources

This MR iterates over the google_cloud_run_v2_service.runway_service instead of local.regions since there is a dependency on google_cloud_run_v2_service.runway_service which will not have all regions during the update-stage if new regions are to be created.

Create occurs after updates which brings about this problem. We should only create new regions after updating existing ones.

This MR is created to try fix https://gitlab.com/gitlab-com/gl-infra/platform/runway/deployments/cfeick-dev-zg7kh0/-/jobs/8182816173 where cloud run service was manually removed and affecting the dependency chain of the terraform plan.
