The codebase is still using dep to manage dependencies.
These changes migrate to go mod commands, and adjust the
path to include the /gitlab-com/gl-infra adjustment since
the project was moved.

I've also updated the README with new instructions and my
intent to expand the scope of the issue templte, which
will come in the next commit.
