What

Adds the cluster settings for the Non Prod Logs Elastic Deployment to Terraform. Live settings have been backed up incase of any issues during rollout.

Importing Elasticsearch configuration to Terraform overarching work is described here

Why

Migrating this config away from the runbooks repo to Terraform for IAC.
