Adds GITLAB_OPS_API_TOKEN to woodhouse

This new API token will allow us to open up incident and change issues on ops using Woodhouse so we have an alternative when either .com is down or if we are executing a change that brings down .com.

This token will need to be able create issues in:

1. https://ops.gitlab.net/gitlab-com/gl-infra/woodhouse-integration-test
2. https://ops.gitlab.net/gitlab-com/gl-infra/production

Before merging:
