Add ceoc/support manager on-call configuration

What

This adds the necessary configuration for woodhouse to automatically update the two new @ceoc and @support-manager-oncall user groups with the current person in that role according to the respective PagerDuty escalation policy. The Slack groups were provisioned in https://gitlab.com/gitlab-com/team-member-epics/access-requests/-/issues/24546+.

Why

As discussed in Create automatically updating @ceoc, @ceoc-next... (gitlab-com/support/support-team-meta#5350 - closed) having these handles automatically populated will save Support time by getting rid of manual lookups and being able to reach the right person more efficiently – similarly to the existing @cmoc handle that was added via woodhouse: Add slack usergroups for @incident-m... (!582 - merged).
