Pulp: Add nginx pod monitoring relabeling

Followup to gitlab-com/gl-infra/charts!801 (merged) to add in Pulp monitoring metrics relabeling
Why
Currently there are mimir metrics on grafana for the pulp nginx pod, but we want to be able to filter them by pod-level labels (e.g. type=pulp).
