Create new Consul TLS secret for new CA in gstg.

The new secret version will be generated as part of the CR: gitlab-com/gl-infra/production#19980 (closed)

We will then switch to this secret in !8110 (merged).

Why

The CA is expiring in 2025-08-06 and needs to be renewed.
