Refactor gitlab service monitor

As per https://gitlab.com/gitlab-com/gl-infra/infrastructure/-/issues/14963 we want to remove the GitLab specific service monitors as they are not currently needed in all the environments.

Testing

As by default, they are installed in all the environments, so for testing, we should remove the GitLab service monitor from all environments except those that we configure gitlab_monitoring.gitlab_apps.installed=true

I am still trying to look for a better way to do this but for now, this seems to be the only working solution
