[grafana][ops] upgrade grafana to 11.1.0

What

  • Upgrades grafana to 11.1.0
  • Enables to view feature toggles in the Grafana admin UI
  • Allows the continued use of the angular JS plugins
  • Sets short url link expiry to 365 days

Why

A recent feature was added to extend the expiry period for short url links. However it was only releases with 11.1.0, so we need to upgrade here to prevent our short url links expiring so rapidly, which is creating frustration in issues.
