Upgrades Grafana in pre to 11.1.0
Sets short link expiry to 365 days

Why

The short link feature in Grafana is currently causing headaches in issues due to the short expiry time.

The feature to extend the expiry time was only added in 11.1.0. So we have to upgrade as well to use the feature.
