[promethes][pre] - dsiable alertmanager configs

What

Removes the alertmanager settings for the Prometheus in pre

Why

This is part of the effort to decommission the old metric infra gitlab-com/gl-infra/scalability#3572 (closed).

This just touches the pre environment first to ensure the change is working as expected, the remaining envs will be done with a CR.
