[prometheus] - update runway prometheus-agent deployments

What

Updates the prometheus agent deployments for runway

Why

We only need this deployment in the gstg and gprd regional clusters.
The agent is scraping the runway-exporter which is only deployed to those clusters.
So we can remove it from the other unrelated GKE clusters.
