[prometheus] Update prometheus 2.47.2 (gprd-us-east1-d)

What

Only gprd-us-east1-c

Upgrade prometheus form 2.45.0 to 2.47.2. Additional, add renovate This also includes the Prometheus for remote write (agent mode)

Why

Until now, the version of Prometheus wasn't define, so it was installing the default version that kube-prometheus-stack was using by default when the bump a new release.

This update includes multiple improvements and refactors.
