[thanos] - update resources for gitlab receiver storegateways

What

• We are experiencing OOM crashloops which is making it hard to diagnose the memcached performance.
• increases memcached timeout to 5s for the receive-gitlab deployment gateways.

Why

The increase will help us hopefully get some stable gateways so we can work on the memcached issues.
