[thanos][staging] - upgrade thanos chart in staging and add headless service to sharded ruler

What

  • Upgrades chart in staging to 3.0.0.
  • Adds a headless service to the sharded ruler.
  • Adds the headless service to thanos querier in staging.

Why

Makes for better discovery of ruler endpoints if the shard values change.
