What does this MR do?

Because of issues we experienced enabling action cable in production gitlab-com/gl-infra/delivery#1210 (closed) , resulting we believe in incident gitlab-com/gl-infra/production#2940 (closed)

We have decided to wait until gitlab-org/charts/gitlab#2334 (closed) is complete, to allow us to run actioncable in isolation.

This removes the env var action cable which will disable it.
