Adds LD_PRELOAD to the staging environment

What does this MR do?

For gitlab-com/gl-infra/delivery#1296 (closed)

this sets LD_PRELOAD=/usr/lib/libjemalloc.so on all non-production environments.

Note we are not making this change on preprod, because it has not yet been deployed with the new CNG image.
