Enables and configures gitlab-shell for gstg

What does this MR do?

  • Enables and configures the gitlab-shell for staging in our zonal clusters
  • Moves the gitlab-shell from the regional cluster to the zonal clusters for preprod
  • Configures the gitlab-shell with the appropriate ssh maxstartups values
