What does this MR do?

Ref: gitlab-com/gl-infra/production#19639 (closed)

For the GSTG Sec Decomp switchover/rollback/switchover test, we need to point the sidekiq-sec configuration to the sec replicas. This cannot happen until we switch from physical to logical replication, so it needs to occur during the CR.
