What does this MR do?

Update the vendored bitnamin/common chart to v2.19.3.

Vendir doesn't seem to be keeping a lock on dependencies of vendored charts, so it's pulling the latest which results in a diff in the vendored chart check: https://gitlab.com/gitlab-com/gl-infra/k8s-workloads/gitlab-com/-/jobs/6946442021
