GSTG - Bump zoekt indexer to v0.6.1

What does this MR do?

This MR bumps Zoekt indexer image tag to v0.6.1 in GSTG as well as enables ctags support, which has been disabled in Disable ctags for zoekt indexer (!3471 - merged).
