What does this MR do?

Add zoekt basic auth external secret config for GPRD

This is used for GitLab -> Zoekt HTTP communication and was added in gitlab-org/charts/gitlab!3184 (merged) .

This is part of gitlab-org/gitlab#389749 (closed) and also unblocks gitlab-com/gl-infra/delivery#19494 (closed) .

This takes !2891 (merged) and moves it to values/values so it's also available in GPRD.
