Remove redis-ratelimiting external secret.

What does this MR do?

We've removed all of the references to redis-ratelimiting as we're tearing down that environment (gitlab-com/gl-infra/scalability#2003) and this should remove the last of it.

Once this is complete, I will delete the values out of vault.

Tagging Pierre to review, as he made some changes to this after our last work, and I'd like to confirm this is the right way to do this.
