Increase prod registry gc review time from 24h to 48h

What does this MR do?

This is a repetition of !2028 (merged), in advance of the weekend migrations for gitlab-com/gl-infra/production#7583 (closed) and https://gitlab.com/gitlab-com/gl-infra/production/-/issues/7620.
