Bump kas to v14.1.0 on gprd for v14.1 release

What does this MR do?

Bumps kas to v14.1.0 for %14.1 release. !1099 (merged) followup for gprd.

I've tried gstg - it works fine. Checked logs and grafana too - all seems normal.
