Add labels to all Kiali components:

gl_product_stage: eng-infra-reliability
gl_dept_group: eng-infra-reliability-foundations

Why

Based on https://fluxcd.io/flux/components/kustomize/kustomizations/#common-metadata we can define common metadata for all resources under the kustomization.
