What

Add labels and annotations to the Istio ServiceMonitor and PodMonitor definitions to allow them to be imported to the Helm Release o gitlab-helmfiles.

As per https://jacky-jiang.medium.com/import-existing-resources-in-helm-3-e27db11fd467 adding these labels and annotations allow existing resources to be imported to a Helm release.
