S3 Bucket needed for release-cli

We are building a cli to manage release generation from the yaml, and we discovered we need an S3 to manage the distribution of the releaser binaries in https://gitlab.com/gitlab-org/gitlab-releaser/-/issues/21.

Let's call this release-cli-downloads

For context, We will be using a strategy that GitLab Runner has. They have a job which will publish the binaries with release-index-generator and create a directory with the branch name in s3 and then upload the binaries there.
