Update WAL-G in GitLab.com

Considering we created the package in the issue: https://gitlab.com/gitlab-com/gl-infra/infrastructure/-/issues/13937

The next step is plan how to apply this change in staging, afterwards in Production.

Currently there is the release of the version 1.1: https://github.com/wal-g/wal-g/releases/tag/v1.1

Acceptance criteria:

• List all the steps to update WAL-G in staging
