Create the binary for WAL-G 1.0 for Ubuntu 16.04

WAL-G 1.0 was released on May 31, we need to upgrade on it (after thorough testing): https://github.com/wal-g/wal-g/releases/tag/v1.0

We need to create the package to roll out WAL-G 1.0.
