upgrade nonprod logging cluster to 7.8

As a follow-up to https://gitlab.com/gitlab-com/gl-infra/infrastructure/-/issues/10497, we want to upgrade to 7.8 which came out last week, as that's what we'll be targeting for prod (https://gitlab.com/gitlab-com/gl-infra/infrastructure/-/issues/10227).
