Improve feature flag discoverability
Process of enabling feature flags on gitlab.com is currently open to all developers. This is ok and that should remain the case but we need to look for a better way of leaving a trace of what is enabled, who is monitoring for the change impact and what kind of measurements are being done.
To do this, we could require anyone enabling feature flag to open an issue in an issue tracker, using an issue template with some labels applied. This way we could easily filter any open/resolved feature flags items.
In the next iteration, we could expand chatops to do this automatically and assign to user that triggered the command.
