Consider automatically retrying QA smoke bridge jobs if they fail.

After #1490 (closed), QA smoke pipelines are triggered by coordinated pipelines using multi-project pipelines. On the deployer, the pipelines are automatically retried if a failure happens, we should investigate if mirroring this behavior on the coordinated pipeline is necessary.

Proposal

1. Investigate if it's possible to automatically retry a bridge pipeline. Note that when a downstream pipeline fails, there's no way to retry it.
2. If possible, consider adding retry to the QA smoke CI configuration on release-tools.
