Follow-up: Validate if release environment is created when 18.2.0-rc42 is tagged

This is a follow-up of #21267 (closed) to check if the release environment for 18.2 is successfully created when 18.2.0-rc42 is tagged and the 18-2-stable-ee branch is created. This initial RC will be tagged on July 15, 2025.

Exit criteria

❌ Release envronment 18-2-stable-security is created successfully on July 15, 2025 when initial RC is tagged

• Release environment 42-2-stable-security is created when the initial RC is tagged during this testing
