Problems related to tagging the most recent release
Problem Description
The most recent release: https://gitlab.com/gitlab-org/release/tasks/-/issues/8715 suffered a few issues during tag that were not immediately picked up.
- Notified by Distribution, the build for the helm chart was failing: https://dev.gitlab.org/gitlab/charts/gitlab/-/jobs/19370228
- Notified by our own tooling, CNG was failing to release: https://ops.gitlab.net/gitlab-org/release/tools/-/jobs/12917244
The former was fixed by manually creating a pipeline for v16.9.1-ee

The latter, release tools gave us this information:
ReleaseTools::Services::BasePublishService::PipelineNotFoundError: Pipeline not found for v16.8.3-ee (ReleaseTools::Services::BasePublishService::PipelineNotFoundError)
Of course, if we look at https://dev.gitlab.org/gitlab/charts/components/images/-/commit/6515eb14119bf92fa00e4c7fd8a5465a741a1d24/pipelines at the time we write this issue, no pipeline was created for that tag!
Note that we were releasing 3 versions for this release, we did get a pipeline on v16.7.6
