Update baking time link to be generic
After #1578 (closed) we triggered individual deployer pipelines coordinated by a release-tools pipeline. Baking time was also moved to the release-tools pipeline, causing the link displayed on Slack to be inaccurate:
It's stating Pipeline: deployer, when in fact, the pipeline is now on release-tools. Since those messages can be triggered from different places (release-tools and deployer) we should make the links generic.
