Notify the Gitaly team on the failing pipeline Slack message
If release tools is unable to update gitlab-org/gitlab's master branch with the latest sha from gitaly's master branch a notification is posted in the Gitaly channel. The problem is messages are sometimes missed which means we go several days without deploying Gitaly changes.
As a first improvement, we'd like to include an @ Gitaly team alert to the notification to make sure it doesn't get missed.
