Update all CI templates to pull common-ci-tasks images from $CI_REGISTRY instead of registry.gitlab.com.

Also allow Renovate to manage jq versions.

Why

So that ops mirror pipelines depend less on GitLab.com availability and can be a bit more efficient and faster.
