feat: add jsonnetfmt task

I noticed that we weren't running jsonnetfmt in the runbooks repo anymore. Figured this was the better way to fix that everywhere.

This would be nicer if we could display the diff after running, but for that we need git: common-ci-tasks-images!674 (merged)
