Enable setting commonLabel via helmfiles for pulp

We need to enable commonLabel for pulp, so that we can set some common labels used for metrics: https://gitlab-com.gitlab.io/gl-infra/observability/docs-hub/metrics/labels/
Please note that type, tier, stage and shard are infrastructure provided, but this means that this needs to be present in the manifest when defining the service in kubernetes. This is generally done through commonLabels in helmfiles.
