Set a Soft PCL to block any delivery/releases between period 2024-07-30 00:00 UTC to 2024-07-31 04:00 UTC

Why

Required by the CR: production#18299 (closed)

As discussed at https://gitlab.slack.com/archives/CCFV016SV/p1716512591351799

The DBRE team needs to perform a test for multi-slot logical replication in the Production environment during a work day (not a weekend because we want to measure the impact of peak workload in the process) and will require to block all DDLs (database migrations) for a period of around 24 hours.
