Draft: fix failing pipeline

Summary

The pipeline was failing due to 13 MD032 (blanks-around-lists) markdown linting violations across three documentation files. The violations occurred where bold headings were immediately followed by list items without the required blank line separator.

Changes

• content/handbook/support/workflows/dedicated_instance_health.md: Fixed 4 MD032 violations at lines 20, 26, 32, and 38 by adding blank lines after bold headings and before list items in the "Correlating Grafana Data with Tenant Status" section
• content/handbook/support/workflows/dedicated_switchboard.md: Fixed 5 MD032 violations at lines 51, 56, 61, 68, and 73 by adding blank lines after bold headings and before list items in the "Understanding Tenant Status Indicators" section
• content/handbook/support/workflows/dedicated.md: Fixed 4 MD032 violations at lines 201, 206, 212, and 225 by adding blank lines after bold headings and before list items in the "Understanding Tenant Status in Switchboard" section

Verification

All 13 MD032 violations have been resolved by ensuring proper spacing between bold headings and list items. The markdown files now comply with the project's style guidelines requiring blank lines around lists. The markdownlint job should pass successfully when the pipeline runs.
