Summary

Adds support for scoping feature flags to an organization actor via a new --organization option, consistent with the existing actor types (--user, --project, --group, --namespace, etc.).

The GitLab API also requires an update to the GitLab API to support the new feature flag actor. While these changes are dependent, there's no reason this MR can't be merged before the GitLab API counterpart is merged.
