Resolve "Add chatops integration for batched background migrations"

Add command for batched background migrations.

/chatops batched_background_migrations list

Backend MR (The backend endpoint only return 10 batched background migrations)

We will add a follow-up to add support for multiple databases. We will also add more sub-commands.
