Ignore incident blocker on non-production environment

This commit ignores the incident blocker for chatops commands to non-production environments such as staging.

Hmm, I'm trying to enable a feature flag for QA on staging/dev (https://gitlab.com/gitlab-org/release/tasks/-/issues/1359) but seems I cannot because there is an ongoing incident. What's the current issue/incident on these environments?
